Can any one tell me who can use a Beam Rifle. I can build them but have not found any one who can use it!

No one can use it because there is no certification for it anywhere in the game.

lol tecnically everyone can use it but the certificate eludes us all, i use weapons im not certifided for after i craft it just to see what they do in combat, its quite fun lol
