Yes, yes and yes!
You need +20 in attachments, not many +20 CA's out there so most of us have it broken down in several smaller attachments. Also, get the WS Toolset, which is craftable and gives you +3 experimentation and +5 assembly.
Just remember you have to drop the attachments in different items of clothing, not the same one otherwise you will lose the smaller CA.
You can loot them yourself,very random, most high end stuff that drops attachments could drop them, you could be looting a long time yourself to find them though so you may be better off forking out however many millions of creds you need to buy them.
You can also have +25 assembly as well from attachments which helps give you mroe amazing successes when assembling items which is always helpful.
