You pretty much answered your own question. Most ranged players dont recognize HAM from a hole in the ground, but when they see +60 idea range, you know a little alarm goes off in their head chiming "Omg omg omg! I'm already accuracy capped at master, but it's so exciting!"
I plug full range then the rest into HAM. You'll usually have 3-5 points left over, which is more than enough to crunch down some numbers.

It's really your call on that one. With buffs, an extra 8 HAM never bothered anyone.

On the other hand most players could care less about accuracy. Personally on my BH the day I realized I was pretty much accuracy capped ham costs popped up front and center. I would much rather pop off a few more shots even buffed and get the god awful multipliers working. Most players just do not care about scopes on their guns.

With my current resource stock I have been able to hit between +30 ideal range and get down to 5-7 (i.e; 7/5/5 or 5/7/5) for HAM costs. The FS skills have really helped. I used 5 points (all in one shot) on the HAM and then used 7 (again all in one shot) getting amazing successes both times. I don't have the stats on the resources used but they were all pretty good (900+)
