For things that require a general copper or ferrous metal that needs oq/Cd, does polysteel copper have the best cap for CD, and does that effect the oq? Thanks for your help

In my experience, Polysteel copper usually has the highest CD, but not always. YMMV.

Starsider has had, to my knowledge, at least 2 coppers which had a CD of 1000. Both were Polysteel copper and one had an OQ of 908 as well. I've got a couple hundred thousand units of it stashed away.

The stats are used according to there percentage. Most ranged weapons seem to be about 50% Conductivity and 50% Overall Quality. This means that if to get the highest possible stats/resources you will need to find the best combo.
For example on kettemoor there is a polysteel copper that has 999 Conductivity but when you take into account that the Overall Quaity is in the 800's and average out the stats there are actually abour 3 coppers that are better for making weapons. The polysteel copper that has both CD and OQ above 940 is better since when you average out the stats it gives better stats. Keep an eye and what stuff wants resources stat and percentage wise.
Simple math:
Copper with 1000 conductivity and 800 Overall Quality used in something that wants 50% CD and 50% OQ averages out to 900 or overall 1800/2000
Copper with 950 conductivity and 910 Overall Quality used in something that wants 50% CD and 50% OQ averages out to 930 or overall 1860/2000
This is to answer your question on does "that effect the oq?" As weaponsmiths we get the best we can find even though I have noticed that having 5 extra points on a stat doesnt really help out... 995 and 1000 are pretty much the same thing but its always nice to have the best.
