After messing around with it for awhile, I came up with the following:
Components:
- ExperimentFULLY on speed.
Finaly Product:
- Experiment 8 pnts into dmg and 2 pnts into speed. *NOTE* This is for 10pnt Weaponsmiths.
After trying this on FWG5 pistols instead of doing full speed on components and full DMG on final product, I got the DPS to 5 more.

as long as the sac is below about 125 players have little problem managing their action pool.At least thats my opinion

Havn't tried it on all subcomps, but at least this works with adv BPH's.
Regarding SAC, I agree as this can be fairly well negotiated with food, buffs and pup's while dmg -to my knowledge - only can be sorted using Pups. Thing is many ppl don't use or can't be arsed to use a proper "buff cocktail" and hence ask for low SAC weapons. It's up to us WS's to educate 'em

no such thing as a buff cocktail no more tho, cant stack similar food types, so the max regen u can now get for action is a doc buff , +200 from a food and +20% from a spice , i still run shy on action with all three of these .
i focus on dps firstly, but always make sure i knock some sac points off

I've found that most elite level players want SAC below 100.

really? most on my server want a pistol and a carbine below 80 and a rifle below 90.

Yes, but by "below" 100, I also meant 80 & 90 too. I guess I could have said that "most elite players won't even look at a weapon if the SAC is over 100", but that isn't very accurate either since Commandos are stuck with high SAC weapons.
In any case, I try and make my "generic" weapons as balanced as possible, with a SAC below 100. Most elites have specific stat requests. Those that want SAC below 80 or 90 are OK with trading some of the max damage to do so.

I dunno about you but I have an 84SAC FWG5, and I run out of action. I am of course cycling my specials.

Well just from a little test I ran with some DL44 XT's. Here is what I came up with:
- DL44 XT All parts for speed - 369-777 @1.97 290 DPS
- DL44 XT all parts Damage - 386-788 @2.15 273 DPS
- DL44 XT Damage Experimented ABPH, Speed Experimented Barrel - 380-783 @2.1 279 DPS
- DL44 XT Speed Experimented ABPH, Damage Experimented Barrel - 379-782 @2.02 287 DPS
With 12 points to play with most, it normally went 9 points into the one line and left over points going back into speed or damage depending which line was done first. (i.e. 9 points speed, 3 points damage.) And on final assembly all point went in to damge and left over points into speed.
