Let's see...taking a laser carb as an example, let's say your stats on a standard crafted laser carb are 3.8 81-317 (my current stats minus 4 min/max based on your stocks) and for a carbine crafted with the FF stock they are 3.0 70-311. At +65 carbine speed the FF carb will outdamage 592 dps for Full Auto Single Twoto 488 dps for standard crafted. At +75 speed the FF carb will will do 829 dps vs. 683 for standard crafted. By lowering speed for non speed capped you are actually increasing the damage dealt even if at first glance the numbers look a bit smaller. You must also take into account the fact that the FF stock has no ham costs so for my stocks that's 28/28/28 less ham to the final build, and the FF stock also gives an ideal range mod that is better than crafted, increasing the likelihood to hit. So not only will your fire more rapidly giving youa betterchance to land states, you'll also hit your target more often.
Obviously FF stocks are too expensive and hard to get to use in production weapons, but if a player would benefit from a faster ranged weapon, then FF stocks are a great way to go, especially when used in conjunction on weapons like the FT and LLC.

1. All form-fitted stocks have the same stats, there is no good or bad, they are all the same.
2. Form-fitted stocks are very good to use for weapons which need additional speed like flamer etc. since the stock reduces speed instead of increasing it just like normal stocks. And they don't have HAM costs, which is also a factor for some carbines...
3. There is a rule of thumb for rancor teeth: below 100 maximum damage is bad, above is good. Yours are on the edge, the speed needs to be as near 0 as possible to make your teeth usable. I have seen and bought several teeth above 100, so they really exist...
