The system won't let you craft a weapon below 0 speed, it'll stop at 0.

What the other guy said. 0.0 is as low as she'll go. And watch out for those barrels, etc.with REALLY low speed mods. They can bug the speed, and experimentation will cause the speed to RISE...
I have seen some 0.0 scatters, and such. Even a novice would be speed-capped, and the very idea of that is just sick
