I tried out the WS portion of my respec a couple days ago and made a startling discovery.
-Advanced Sub-Components are no longer needed.
To Clarify: I crafted an ALR using first advanced sub-components (with no stats) and then I tried with non-advanced sub-components (with no stats) and both fit into the slots and produced the EXACT same results.
I'm not sure if this is intended, but I tested it out on several weapons and they all were based solely on the resources used in the final combines, and there were no slots calling for advanced sub-components that basic sub-components didn't fit in.

Can you craft a weapon that requires a non-advanced (like a Scout) with an advanced? If so does it change the build at all?

I didn't try, but I would imagine that you can use the sub-components interchangeably. That's speculation though.
However if adv. subs and regular subs have no alteration on the adv. weapons, I would imagine that sub-components now have no effect on any final builds.
