Im a little confused and would like to clarify what a powerup with Max damage +32.16% Mind Cost +15.86% really does besides increase weapon damage. Im not sure how the Mind attribute works...is it an increase in Mind cost for that powerup? a decrease in Mind use? I ve been told that it decreases the amount of the mind bar used when fighting but because I read + 15.86 mind cost I think thats an increase in Mind bar use.

It reduces the mind cost by x%.

Powerups are always beneficial as far as stats go.

Just use /waypoint 1525 -2700 once on Talus, look for the Arch
