what's the different between advanced part (e.g. advanced power handler) andnormal part?

seems the named material that adv part required are quite hard to gather, rare and may-not-high quality(at least my server)........

let say normal part with 999 OQ, and adv part with 500 OQ, then which is better?

It depends on the part you are using. For example, the base % for normal Projectile Pistol Barrels for me is 28%, those barrels come out to somewheer around 9-19 -.48 with all great success. Wheer as my Adv PPB start out at 18% base and turn out to 20-20 -1.06 (after patch) Pre patch it was 10-10 -.77. In this case its much better to use the Adv even though the stats on the materials are much worse.

On the other hand my Blaster Pistol Barrel come out to 9-9 -.92. I forget their base %, it has been awhile since I have to make a new schemetic for them. Where as my Adv BPB come out to 15-15 -.72, again I forget the base % on these. The Adv do have better dmg, but you will suffer some speed lose. Which in most cases people don't mind, since they already hit their speed cap.

You will just have to test it them out. Adv parts made from all good quality resources can be verynice. Even with average resources, they do still compete with the normal parts.
