Ok so I couldn't find anything on this I might have missed it if I did I appoligize for the post but here goes.

Lets say your making a weapon part that uses 100% UT and it needs lets say polymer well polymer doesn't have UT so does the kind of polymer matter or is the OQ what you want to look for?

Any help would be awsome.

Well, polymer does have UT, but for the sake of the example let's pretend it doesn't. This material will then be ignored in the calculation of the quality of the end product. The other resources that have UT will define the outcome.
