I am alsoa new MWS and still trying to figure out the answer to your question, but I will offer a couple of observations. When considering using a less than ideal resource in your weapons, consider the proportion of the total resource units used in the item. If you've got a 70% quality resource that comprises say 10% of the total resource units for that item, it probably won't make much difference whether you use that resource or a better one, providing the other resources used are of high quality. Also it is my understanding, and veteran WS's please correct me if I am wrong, that the blended resource quality of all ingredients determine the quality potential of the final product. So if you've got 95% quality resources, you can reach 95% of the damage/speed potential for that particular item. You will be able to max speed/damage, but the max you can attain will be proportionate to the quality of resources used.
When I'm harvesting resources, I try to focus on resources that have at least 90% of the potential quality of the desired stats for that particular resource. The best way to determine which resources meet that criteria is to go to swgcraft.com and look up the resource type under find resources, including those marked unavailable. Narrow the search to your server and sort the list according to whichever stats are important that resource type. In addition to seeinghow the resource you are considering stacks up against past resources of the same type, you also now can compile a list of the best resources that have appeared for each type so that when you are looking to buy resources from vendors, the bazaar, trade board, etc. you know where that resource falls in terms of quality. Researching past resources is especially important with gated resources where certain stats are capped. Some resources don't look so impressive by stats alone but by reseaching past spawns of the same type you may find that what didn't look so good at first glance may actually be the best of that type that has ever spawned.
My final suggestion is harvest some of that 700+ polymer and then go buy a small quantity of the best polymer you can find, either from the bazaar, resource vendor, ws friend, etc.and run your own comparison and see how the two versions compare.

just out of curiosity, how do you know what the cap is? is there an official list somewhere of max values for certain attributes for specific resource types? or is that based on your experience? mind you, i'm not disagreeing with you, i think the highest cond on plumbum i've seen is 78. if there is an official list i'd like to see it, it would make hunting for great resources a fair bit easier, since i'd know what great really was.

There is no "official" list, however... go to SWGCraft.com, select Plumbum Iron, and have it setup to show all servers, and organize by Conductivity. A Plumbum Iron has NEVER spawned with above 90 CO (There is one listed as having 860 CO, but that's not verified, so it's probably someone misstyped)
Actually that plumbum might not have been a mistype. Sometimes you can go into a dungeon and loot the chests, and get stuff that just is not in spawn. Of coarse this had no relevance nor ever will if it still happens. In the beginning you could not stack resources, and even now you might have to work for a week solid just to draw enough for a weapon.
On the hardcaps though you will just discover them as you go along. Polonium rhodium plumbum. Lousey stats. I have noticed that you will never find a plus 1600 steel oq cond likewise with iron. It is something you learn as you go. On the polymer I would wait a while. That is not stellar for polymer. With the rate at which polymer spawns wait a week you will do better. Polymer can cover the entire lenght on oq. Will it make a difference absolutely. Another two hundred points of oq will decide a point or maybe even two on a power handler.
My advice is go to the bizarre and run a search on it. Odds are you will find seven or eight varieties, and if you can make do with a thousand units till better shows then go that way.
