I have a character on Tempest who is a commando.

Seeing all the grenades I can use, I can not find something like an EMP grenade.

Since rebel faction pets are very weak, I am looking for something like this that I can use against ATSTs.

Is there something like this. Something that may disable for "x" amount of time an atst.

If this is not something available, is it something that is plausible? You also can use this idea to kind of even the battlefield (BALANCE) with this new droid invasion patch coming up... Someone shootin off their battle droid at you? Chuck an EMP grenade at it! LOL.

Star Warsy? Yes. The gungans used it to defend against the Federation Invasion on Naboo.

I believe the dmg you would be speaking of is stun dmg, from the gungans anyhow.
