Both.

I'ts player crafted, but the weaponsmith needs a limited use schematic that is a quest reward. The starting point is in Mos Entha, but I don't have the coordinates on me now. The schematic only has 2 uses and the quest can only be done twice per qualified player.

ok heres a noob question, what skill do u have to have to use it, just 1 handed or swordsman or fencer or ???

I believe the certification comes at 0-0-0-3 in Swordsman

Normally I tell people to go round up some cubes and agents and the Schematic if they can do it, to save them a little cash
