when crafting a weapon can a scope and stock be applied or just one per weapon?

Depends on the weapon, if it can aceept both then both can be put on. Some only accept a stock and some only a scope (ie pistols).

is it safe to assume that a heavy lightning rifle can accept both?

yes.
I wouldnt use the Looted Stocks from BH targets though as they have a very harsh sac penalty. (dont know if you where considering this, just putting out the warning.) If you dont care about sac then they are pretty neat to use though 
Looted Advanced scopes are nice for their speed bonus. If you are after Accuracy either use crafted ones or the Looted advanced scopes that dropped before pub 23
