I seen a weapon that does blast damage is this covered by energy/kinectic or would this weapon shread armor?

It's a bug that happens when using a looted weapon scope. Try to use it now and you will hit for 1 damage, The weapon will convert to the appropriate damage type if you log your toon out for 30 min or so.
