i saw on the rifleman forums this rifle:

to date i've yet to craft a rifle with a min dam over 490 - give or take a little.are there any tips anyone can pass on to help me hit this high - or is it purely down to getting perfect resources (my resources are mostly the top 90-95% of each required stat - ie OQ, SR, etc).
normally i would experiment to cap sac on my components, then speed. then on the final combinecap sac, then damage for the remaining. - with my materials this'd take me to a ALR of about 2.5 speed, 490-1183 damage, 82 sac - after a 8% damage, & lvl 1 speed and critical slice.
i've not tried many ofthe new BH loot - mostly they improve SAC or speed it seems so min damage isn't that much effected. should i try using those + damage stocks that are about recently - or would that cause problems with my SAC later in the final combine?

resources come into play yes, but it is mostly determined by the new loots used, such as enhanced power cells, reinforced casings, looted scopes, and others.
