Why are stocks an extra and why do many have HAM costs for using with a rifle? You would think that a stock would be standard, not an extra, wouldn't you?

Stocks are an "extra" becuase they add either damage or wound or range modifiers to the weapon. They do this for both carbines and rifles. Now if there weren't any negatives (HAM cost) they'd be put on every weapon they could be and thusly slow it down and add more damage. When you're novice speed matters and so does HAM if you're too poor to buff regularly so it is possible for us to have the option not to add the stock for the benefit of the weapon's end-user; ie. you.

What makes you think weaponsmiths would be able to rationalise anything that happens in this game? Do you think they designed stocks to operate the way they do?
How come I can store 3 vehicles and a 60 ton Rancor in my datapad?
How come I can carry around enough minerals to build a city in my bag?
How come I can hold more things than a house?

Well, I guess that's fair. I just thought that it was funny. I thought maybe since you people use the parts you could give an explanation.
Any other questions? Hmmm. . .let's see. YES! Don't you find it kind of peculiar that smugglers can slice a weapon but a weaponsmith cannot do any alterations? I guess since WP's must be the upstanding professionals, eh?
