on naritus 7.4 412, but some are possilbe to almost 420's with 7.2 spd, how, well some guys who happened to be lucky enough to be on during the 1 day crafting change that was later hotfix'd on my server could make handlers much much better for that day only. So a few guys made several schematics and still get the benefit today, sadly i wasn't one of them ... :-)
