It's a loot drop from the NK-Necrosis mob at the bottom of the Myyydril Cavern

He drops the Belbullab-22 Ship Deed, a Cybernetic arm with /cyborglightning (5% bonus electrical damage on Melee attacks I think) and a random weapon from the Necrosis bundle

And occasionally, the Bane's Heart Lightsaber Crystal. Not sure what the drop % is, I've killed him around 12-13 times and not got one yet though.

I actually got one yesterday. Was in a Necrosis run and got owned by some lightning. Dead the rest of the time but we had a lottery up which I forgot about. Rolled, and boom, LUCKY!
