Yes, impossible to craft, but that's how pre-CU advanced stocks converted. And yes, imo, they would be worth using, unless you really, really wanted to squeeze out every bit of SAC you could.

I thought it was stated that the speed cap was 0.0 on stocks even with perfect resources.

damn....that's pretty silly...most pre-curb weapons converted really bad...but most components converted too good

sucks to have started Ws post-curb and not having all these pre-curb barrels and stocks

That's what I thought. It is clearly a pre-cu stock because the title of the item states clearly different stats than the 0.0/-20 that it is. What would be the advantage of any currently craftable stock over this stock? What do these stocks tend to sell for?
