I had one on a acklay power hammer I was making for someone. It did not help much since power hammers experiment to about 97%. At 100%it only added about 5 points of damage but it did get the speed down to 5.8
I have some screen shots somewhere.

No it doesn't say critical success.
You can tell because the starting percentage is way higher than usual.
I have gotten a few of them. On a stock(schem), Laser rifle(schem), 420 max unstocked, and a 2 hand axe. Unfortunately for me, I couldn't make a schem of the axe.
Also, I am about 95% convinced that the critical success is linked to experimenting with brand new resources.
Tip of the day, ALWAYS test things using factory made components, just in case you get that crit success, you can make a schem.
