I did a test on this tonight. The speed on the stocks gets ADDED to the speed of the weapon, not subtracted. So the lower the better.
I have 40/40 dam, 0.27 speed stocks.

I wasn't sure if you were clear on it. The original poster's stocks aren't that bad if you take it into account.
As far as range over damage, I always go for the damage. I can get to +41 on my scopes with 15/17/15 HAM.
I don't know if that will hold true after the CU. I think range, speed and HAM will play an equal roll to damage after the changes.

Well it was a +20 range difference between the 39/39 stock and the 40/40. Something like that is worth it to me. Yes, after the CU speed might be more of an issue, so I would probably lean toward my stockpile of formfitted stocks
