A quick DPS calculation shows that you only gain a marginal increase in DPS with a stocked weapon on default attack due to stock speed penalty (using +30 min/max and +.5 speed because I don't remember exact stats). A stocked laser rifle with no slice or powerup will get a 4.7% DPS increase with +80 or lower rifle speed modifier. At master with +90 speed, it's 14.9% because both weapons hit the 1.0 speed cap.
Mounted combat seems rather pointless anyway since you can't do specials and the mount slows down so you can't kite any better than on foot. Dismounting and spamming specials is safer and faster.
