As mentioned above if you PvP then you'll want to craft a powerhammer with the bones as they currently are. If not then I would go ahead and switch them. If you have several bones at your disposal then you could actually do both. Have a hammer made for PvP, then get the remaining bones swapped and then make some for PvE. This is probably a pointless comment but make sure to get the best weaponsmith you can find to craft these for you. While the major stats won't change much between a 10pt and a 12pt smith, a 12pt smith can increase your overall condition on the hammer a bit which will make it last longer befre you need to do a repair.
