I'm aware of that information, but I still don't understand where the numbers came from, and the meaining of "secondary" as it relates to FS speed. I assumed that FS speed is simply added to the appropriate weapon speed, but the above comments seem to imply some other type of effect.

Thanks for explaining the numbers in the above formula!
The "normal" speed calculation that I'm aware of is ---
Effective speed = weapon speed * delay factor * (100 - player speed + FS speed)/100
The post above implied that another potential formula ("secondary") is:
Effective speed = weapon speed * delay factor * (100-player speed)/100 * (100 - FS speed)/100
I had never heard of that interpretation before, and could not find anything on the forums that suggested the "secondary" formula was used.I hope such a change is not planned as part of the combat upgrade, but I guess we'll see what happens.

I could have sworn this thread was about my PH

Understanding how player speed affects a weapon is essential to understanding whether a weapon is "good" or not. Maybe you already know that, but since this is a public forum other players may not realize all the sublteties of weapons and what makes them "good." I don't post responses for my benefit, I post responses for other people's benefit. And I'm pretty sure that very few people understood the comments about "secondary" speed, and I thought clarifying the point would be of benefit.
If no one cares about the clarification, it takes all of 15 seconds to skim the message and ignore.

Min damage makes a difference in two ways --
Avg. dmg = (min dmg + max dmg) /2 (simplified version of formula)
Also, "melee migation" adjusts the actual dmg downward toward the minimum. Thus, a weapon with 50 - 450 (min - max) is not as effective as a 200 - 300 (min - max) dmg weapon IF the target has melee mitigation, even though the "avg. dmg" is the same is both cases.
Some players prefer high max dmg weapons because of the chance for killer hits, though.
