Basically this just means that you will still be able to hit max damage experimentation, but you will never have any points left over.
For example, in the past on poor quality starting materials, I might max out damage and have 2 points left over to put into HAM's. Now I will only be able to max out damage and will have no points left over after that.
It also makes it slightly harder to max out damage if you don't want to wait for all greats. Before you might be able to slip in a few moderate successes. Now you MUST have all greats basically if you are going to max out damage experimentation.
I think that this makes good damage slightly harder to get also because occasionally moderates would (in my experience) bump up some stats a bit with a proportionally lower increase in the weapon %. That meant that a max damage weapon might come from experimentation with a couple of moderates.
Anyhow, it's definitely a nerf but maybe not as bad as it sounds. For items where you are looking at getting very high %'ages anyway you will basically notice almost no difference. For items that you are forced to use a low %'age resource on, you won't have points left over to put into anything other than damage and you will really have to get all greats to max out damage.
