Contrary to popular belief not all weaponsmiths enjoy the randomness of slicing regardless of what it does for sales. It is exactly as the original poster stated - the final touch seems to be an aspect that is totally beyond control. The building of the weapons platfom itself takes the skill, time, effort, research, resource backing, what have you - yet it's a roll of the dice for slicing which makes or breaks the weapon in the end.
What I think the deal breaker is there is NO trade off for slicing that I can see. Powerups quite clearly cause the weapon to wear out faster, but I've seen no such evidence of a trade off for slicing.
If slicing also wore down the gun condition quicker, or increase the HAMs, or have a random chance to overload and explode due to regulation breaking modifications THEN people would think twice about the slice.
As it is, slicing has no drawback, so it's a no brainer.
