Sorry to tell you, you got served man. I made some SBs with yellow cubes and decent gel for a guildie last night. All 3 came out at 100-158/162 2.4. This was using 10/17 yellows and 12 gel. All the cores were handcrafted, as were the batons. This is why there's a slight difference in the max dmg (moderates success on some). My normal crafted SBs are 90-133 2.4.
If you want to make sure you were cheated then just ask the smith to show you one of his standard selling batons. Then add the dmg from your gel and cubes on. It shouldn't vary by more than 1-3 points unless he had a disastrous fail in exp phase. Those stats to me look like unenhanced SB's.

Sounds like you got burnt, but there is also the possibility that a number of things could be at culprit. One the smith you used was a moron, The title dosent necessarily mean they know what they are doing. Two the byrothis might have just been awful. We all know the bliss of rhodium where one bad resource just stunts you on the max you can reach. Three the smith may have misunderstood you, and tried to do what you wanted but that conflicted with the damage aim.
Did you ask for multiple things in the weapon for example. Did you say I want good damage and high durability. In that case the smith might have halfed the experimentation leaving you with less damage and higher durability.
What can you do about things like this. I would say number one of all get a reliable weaponsmith not just one you find through a person search. Someone that you use regular is less likely to screw you, and more likely to give you the help you need. Two a good weaponsmith dosent need a player to supply them with a resource. That means they havent been makeing the item, and thus have little experience with it. Besides its better to use a weaponsmith that has gathered their own materials maybe the best byrothis was five months ago. Third its best to see their regular advanced model first. That way you cannot get screwed, because it will be outright obvious if they stole the cubes and agent.
All you have now are mediocre battons, and have no way of knowing if you were robbed, or if the weaponsmith is just that lowsy, and yes some master weaponsmtihs can be pretty lousey.
They aren't identical, so not a factory run. Also, I gave him 4 cubes and 4 units of gel, am I understanding correctly that this should still be enough for 3 weapons even if he had 1 critical failure? (i've heard that the schematic will produce 3 cores, and if a critical faulure occurs, you loose the materials but not one of the uses on the schematic)And the only way they could have come out that badly was if the experimentation failed horribly both times. (i let him know that i wanted him to focus on damage), so bottom line is half the materials are unaccounted for, as well as one of the uses on the schematic, and at the VERYLEAST it was the experimentation that failed and he should have let me know, but probably he just took my stuff. All that correct?

While Jedi_Titus is the voice of reason here I'm still gonna go with the fact that you got burned.
The question arises about resources. You said you brought him the Byrothsis gems. Not that that even matters. Since the gems are only 6 units out of a total combine amount of around 46 (?) the SR stat on the metal/steel and polysteel copper is what makes the difference.
By now all servers have had plenty of reasonably decent duralloy steel with an SR above 950. Polysteel copper can vary from 700-800 (that I've seen). With those resources he should be hitting 75-80%+ experimental dmg. Bear in mind that mine go to 85% and come out at 90-133 2.4 as stated. His should not be that wide of the mark.
However I'm taking it as a given here that the guy used good SR steel/iron and that he had decent UT ditanium. Question can only be answered by seeing his normal stun baton's stats, then adding the cubes/gel stats to those and maybe subtract 7 or something to simulate a bad experiment. I hope you weren't ripped off but I fear that you were.
