Hey, I've read on some of the other melee profession boards that CoB is a godsend...
Don't hear too much about it on the TKA boards. Questions are as follows:
1 ) Is it broken? Does it work?
2
Is it effective/useful?

4 ) What does it do?

1) It works...Sorta, it increases your defense mods when you tank
2) It is effective when tanking and not spamming specials

4) It increases your ability to stay alive while surrounded by a dozen rancors your nooblet friends aggroed and then ran from.

Here is a thread I started in the fencer forums. It should help you out.
As far as what exactly DA does for you guys I don't know, I've never done TK.

I ran some tests a while back to make sure DA was working for us(it is) but the big thing to keep in mind is it works far far less often than Dodge/Counter-Attack/Block do.
What DA does is randomly do one of those three types of defense. So you might dodge an attack, or Block it, etc.
The main problem is back in November when they adjusted and improved the effectiveness of the other mods, they apparantly didn't change or(or only barely improved it) for DA. Likely because with our naturally high Melee defense and toughness they felt it would be too unbalancing.
So as it stands right now, without using CoB(which enhances the chance of a secondary defense like DA to fire) you will rarely see DA work. Only once in a rare while. With CoB on, you will see it work maybe 2 or 3 times every minute or so. Meaning it doesn't add very much at all, but when you are simply tanking something powerful for someone else(and not using any specials) it does give you a tiny extra edge that makes it worthwhile.
But for regular every day situations, it isn't effective enough like Dodge is for Fencers to be pratical to use.

BUT ..... it never hurts to slap it on when u have about 2 seconds to spare
