Stats depend on your server. Ask your weaponsmiths on your server's forum what they get for stats.

140-150 max damage is generally a good set of knuckles. With a 30%damage slice, that can be bumped up to 180-195. Slap on a powerup and your damage is well over 200. I generally don't worry about speed. Any decent set of knuckles will be 2.3 or faster. Plus, speed doesn't matter if you're already a master.

Pardon my noob-ness, how do you about getting/buying powerups for VKs?

I currently use a 2.3 speed vk and have no trouble at all hitting once every 1.0 second. I've never been a weaponsmith, but I'm pretty sure that if you use good material and get a good damage output, the speed will also be good.

I think they made it so you can't hit faster then 1 second & the TKM has enough bonuses that the regular VK will always swing at 1 second so damage is more important.

Artisans make them. You'll be after melee powerups. 
As for damage, I believe on WH, you can get up to 160-170 unsliced, normal VKs,however these were made on that patch day.

Well, speed never matters on a VK cause a TK master has 115 speed, which is 15 over the cap and i think the cap is 1.0. We are the lucky class that actually caps on speed at master.

38/40 - 147/150 Damage 2.1/2.2 speed (unsliced)
47/50 - 215/221 (if AS used NYM VMU +20 and %30 dmg slice)
