I can't tell whether or not you actually have to select the special in order for this to work.......or is it automatic with any melee attack?

The arm has 2 uses. The first is that simply by wearing it, it will give you a 5% chance to do a minor shock against the opponent whenever you use a melee weapon. The second is that the arm has a special ability that when used fires a larger shock against the opponent.
