In other words... ITS A KICKASS ARMOR!!! and i agrre mando is much harder 2 get...

What is the armor that dude is wearing on screenshout of the day and where do i find it?

It is craftable, and it's hands down the hardest armor to get a full suit of. I'm not sure how many full suits there are, but I'm guessing no more than a couple per server. Armorsmiths have to do some snazzy missions to get the schematics, then people need to collect 3 very specific items from 3 very specific spawn vreatures for EACH piece of the armor (one of each item for the helm, one ove each for the left bracer, etc.).
If you want more info, check the Armorsmith forum, or your server's trade forum.

Hmm, I think Mandalorian is probably harder to get a full set of. But of all the ones armorsmiths can hand craft, yeppers, RIS isn't far behind.
RIS is very nice though. It comes in two types:
Regular and Interwoven.
Interwoven is the better type but requires a layer schematic from the Geno caves and some cubes to make in addition to all the rare stuff you need for regular RIS.
Interwoven RIS though can either hit 90% resists easily with a slice, or slightly less resists but 0 encumbrance(yeppers, no encumbrance at all).
RIS itself is basically just like composite resist wise except it is also vulnerable to acid as well as stun. It also tends to have around 40k+ durability.

It's nice but considering how quickly armor wears down I would never actually use RIS in combat considering its expense.

Yeah you're right, the friends i was getting my info from mixed it up :/.

Its hard to make but I think it also has to do with how much the armorsmiths are willing to spend. On Intrepid we have 4-5 smiths that I know of that have made at least one suit and a few more who have made single pieces such as the helmet. One smith has actually made several suits by himself, but then he has a standing offer for the components also.
I think its something like 3 mil per GDK scale, 200K per woolamander bone fragment, and not sure on the feathers. But he does charge a hefty amount to buy the complete set. Too expensive to use in anything but for show.

I fly around on corbantis in R.I.S and my jetpack usually

3mil GDK mostly, 100-200k per gurk king hide/woolamander harrower bones and same for peko feathers but that's optional.
