Pardon me if this has been answered already but what is it with Defense acuity ? Is it broken or does it work and if it does work what does it do

It's the Effectiveness rateing of Center OF Being specifically for TKA COB is a passive Deffensive special witch is suposed to rock Unfortunatly it's broken
