Check your combat spam to see if the armor is taking effect. It should be a 48% reduction in damage. You'll need to turn on the extra combat spam to see what the numbers are, though.

Sometimes, the TIA is bugged, tho...things like the Tusken Helmer or a pilot helmet can turn it off. Wearing any piece of armor (except Ubese shirts and Mabari belts) will also shut it off. If you find it's off, the best thing to do is strap some armor on, go a complete fight on a MOB with the armor on, then remove the armor after combat.

Sounds to me like you are either wearing a piece of armor that you think it clothing but the game registers as armor. Or you forgot to refresh CoB. TK innate armor has worked fine for me...
