Say I want to get the best effective power boost? which stats affect how much is given to say mind? Im mainly worried about gettign my mind high because I am a doctor and can buff myself

So what should i do with stats for to get my mind up good?

The only stat the buff is based off of is your max mind pool, and it cuts that in half. So, if your pool max is 1000, the buff is 500. If your max is 900, the buff is 450 etc.
