How much is this worth? how much would you pay?

It is not worth much. The cumulative total of Unarmed Speed bonuses in the TK tree is +90, and in the Unarmed line of Brawler is +20, if my numbers are right. +3 on top of +110 isn't a very big boost, not when the cost is wearing whatever the other stats on the plate are.

For a master TKA it's worthless. For a novice brawler it might be worth a little something. I might be a bit off, but I am pretty sure that master TKA unarmed speed is 200'ish which would put them at the 1 second speed cap.
