Yes. With our specials as fast as they are, it's not difficult to drain your HAMs without ever taking a hit. Armor makes this even worse by reducing the secondary pools, which increases HAM drain andreduces HAM regeneration.
Yes.

I had read in this forum actually, that composite armor that has been sliced for encumberance does quite well. Anyone tried it?

I have almost a full suit of sliced Ubese (except forearms)with Mabari pants and a Ubese helmet I hold in reserve. For me, the small increase in HAM costs on the moves and the low effect on regen is far offset by the 50% or greater reduction in damage on the slots that I wear it on. With the chest, pants, boots and gloves on, most of the attacks against me are mitigated by armor. If I start taking mind damage, I can put the helmet on too, but at my level that is rarely an issue. However, as one gains more TK levels, I can see armor becoming progressively worse except that some mobs will probably1 shot you w/o it if you aren't buffed. At my level, not wearing armor is the best way to take a lot of damage and up my down time. Try it for yourself and see if it fits your style.

You can mitigate the support stat costs of armor by using Tat sunburns. I'm not really sure if it's worth it for PvE, but for PvP, there's no question.
