Can TKA adopt Dodge Counterattack and Block when you are useing a VK and or your Hands

The final answer is "no". TKA get a mod called Defense Acuity. This mod is dodge, counterattack, and block rolled into one. The premise behind this mod is that you will get a chance to roll either a dodge, counterattack, or block. Currently however its not working as was intended.

So you can't get the defense line of Pikeman for example to improve your chances of blocking an attack?

No.
Dodge works only when holding a pistol or one-handed weapon.
Block works only when holding a rifle or polearm.
Counterattack works only when holding a two-handed weapon or carbine.
Dodge works only when holding a pistol or one-handed weapon.

Beleive me I know about those things... But you'd think since Teras Kasi can block, counter-attack, AND dodge, that increasing those mods would be effective.

But Teras Kasi doesn't really do those.
Dodge, block, etc. have a certain chance to activate based on their respective modifiers. In other words, a +80 Dodge gives you a greater chance to dodge than +70 Dodge.
Well, with Teras Kasi, we have Defensive Acuity. The chance of that activating is based on the Defensive Acuity modifier. If that activates, then you've evaded. At that point it's just a random pick about whether or not the evasion is a dodge, block, or counterattack.
A +Dodge or similar modifier would do a TKA no good because by the time the game gets to the part where you actually dodge, the success of the skill has already been determined.
Think of it this way:
Step 1: Determine if Defensive Acuity activates, modified by DA bonus.
Step 2: Randomly determine if a dodge, block or counterattack is what occurs.

Sure it will.
You get +40 Defense vs Blind, +40 Defense vs Dizzy, and +20 Defense vs Intimidate.
But the Dodge bonuses won't help you any.

Dodge is good sure but since you like your TK moves, try to raise your Melee and Ranged defence above 100 by stacking other proffesions and you'll be good since no other proffesion comes even close to our melee absorption.
