Are these drops generic or do stats vary?

And, what would these be worth?

Those are the standard stats on them. I've personally seen them get into the +24 range.

As for value, that's a server specific and crafter/customer specific question and pretty hard to answer. If you need to make money off them, your best bet is to take them to a WS, get them made into VK's and then get them sliced. If you can get one sliced for over 200 max damage, you could go the trade forum route with it and make some cash off it.
