Speed will be max at 100 for all classes as it works as a percentage. Although its not as noticable on faster classes like TKA there is a difference between having +10 to your speed and +11 to your speed. I can't remember the forumla off the top of my head but the number is put into this so every point counts. I guess this would be the same for a lot of other skills although i'm not sure when it comes to things like unarmed damage and such.
As for accuracy as far as I know there is no hard cap, the more you have the better and as a TKA you have quite a bit. The only cap you have is +25 which all attachments stop at, food adds on top of this to increase it further but you can never have too much accuracy

The speed formula is very simple. Each point from a speed bonus is equal to a percentage decrease in delay speed. So if you have +50 unarmed speed and you have a VK with a speed of 2, then the weapon swings once per second (each point of weapon speed is a second of delay with the weapon). Think of delay as a recovery time between attacks. Special abilities will modify that; for example, it takes twice as long to recover from an Unarmed Knockdown 2 attack than from a regular attack. If you want a mathematical formula, it looks like this:
D=W*S*((100-M)/100)
D: Total delay time for an attack
W: Weapon speed statistic
S: Special ability delay modifier
M: Character's speed modifier
There is always at least a 1 second delay between attacks, so the value of "D" in the formula is always at least 1. Any time D is 1 second or lower you are considered "capped" on speed.
