I have a number 3.
The real speed cap is +100, since speed bonuses are just percentage decreases from weapon delay. A 50% decrease means you attack twice as fast, and a 100% decrease means there is no delay. Of course, it would be impossible to have no delay, and the game actually caps you off at 1 second delay; it's impossible to attack faster than that.
The *effective* speed cap for a TKA is probably +90. At +90 a 2.5 speed weapon is capped at one second delay even when using Unarmed Combo 2 (the slowest special attack in TK). If you can find a VK slower than 2.5 then I'd raise that cap slightly.
Note that even a non-trandoshan TKA without master brawler can reach the +90 cap at Master Power Techniques (actually you go beyond it, at +95). A Master Brawler almost reaches the cap at Expert Power Techniques (they have +85 speed). A trandoshan with Master Brawler definitely reaches the cap at Expert Power Techniques (with a +90).
Suffice to say that any TKM is way over the cap for speed.
