I'm a smuggler and I gonna use up my spare points to get some defenses. At this point, I have no interest in TK fighting skills, but plan to master it when I get tired of pistols. My question is are the defense against knockdown, stun, posture change etc coupled with the melee mitigation (second column) better than the melee and ranged defenses (fourth column)? Basically I'm trying to decide on 0403 or 0304. If it matters much, this character is usually doing PvE as oppsed to PvP. Any opinions would be greatly appreciated. Thanks.

No they arent. Go with the Melee/ Ranged defense. Unless your Defense vs stun - blind - dizzy is over 80-85, its pointless to stack it.

as there are no defenses in the master box of the second (balance) column, it's definately better to go 0304. Keep in mind though that melee/ranged defenses don't help at all in high end PvE. Defenses are always compared to the accuracy of the attacker, and mobs like nightsisters or krayts and such just have too high accuracy for your defenses (125 or 10 doesn't matter) to make a differense.
The combat equilibriumyou get in x3xx is worth alot though, almost impossible to live without heh.

What exactly is comabt equilibrium? Is that the Zabrak feature that equalizes your stat pools? Does it work for anyone who has that tree or just Zabs?

Combat equilibrium gives you a chance to automatically and instantly recover from a knockdown or posture change, and you can ignore the dizzy state since that only penalizes you when you make an active posture change (try to kneel, stand up, etc.). Add Combat Equilibrium and KD/Posture change defense and you're one hard person to take down.
The Zabrak ability is simply called "Equilibrium", without the word "Combat", and it's completely unrelated. Also, Combat Equilibrium can be stacked between professions, for example you get some from the Fencer profession too.
