When the devs nerf something they reduce it's effectiveness.

For instance take the T21. Originally it was a very powerful gun. In the devs mind it was too powerful so they reduced it's overall power. . . in other words they "nerfed" it.

Originally knockdows were not on a timer and had low HAM costs. People were doing things in PvE they shouldn't have been doing like soloing Krayt dragons without a scratch. The devs raised HAM costs on knockdowns then put them on a timer so they couldn't be spammed. So in essence they "nerfed" knockdowns.

Here is an example of a proposed "nerf" for bounty hunters from waaaaaay back
