All proffesions currently speed cap at +100. Therefore yes you are caped. Infact you are beyond the cap & if you had Master Brawler you caped at X-X-4-X.
More information on this can be found here:

Well, it's used to speed up ranged weapons if you can beleive that... I'm not kidding.

Teräs Käsi is the only proffesion that I can think of off the top of my head that is speed caped. Most others are close but when you do the maths works out that after 10 shots oneappears tostill be a bit slow (it's not really slower then the others but it shows up more on the combat log). To a pure TK the speed skills are 100% usless, toa swordsman, they are heaven as they save people some money on speed tapes.

Not that I would argue with the Correspondent, because you surely know more than I, but I will mention this....My friend is TKM and also +9 Melee speed, and occassionally when I duel her, the System Message looks somthing like this:
"You have been Knocked Down"
"Taurias accepts your challenge" (however that is worded)
It appears in the combat logs in the same order....which I infered to mean that she is now able to strike so fast that she confuses the server and it can't keep up with its self....is this purely a bug or is there validity to it?

There is a hard cap on speed at 1second, melee speed is designed to help those who don't cap, as I say TK is the only speed caped proffesion at Master (I meen truly speed caped, we'r not even 10 or 5 out like many proffesions are). You can have TKM, Master Brawler, +25 in tapes & the +12 Melee speed giving you around 157 speed & you will still hit once per second. Even with a weapon with a max speed of <1.0 you still hit at once per second.
You might have noticeda paternhere.
What you are experiencing is lag, something that isn't uncommon with the combat spam & system messages.

Probably a bug. Well, not so much of a bug as a disparity between client and server.
How many times have you checked your combat log and seen an NPC hit you after they died? That's not uncommon.
Oh, by the way, a master fencer has +90 one-handed speed (that's even without master brawler) which will hit the speed cap on any weapon faster than 4.2 speed (and I don't think there is a fencer weapon not faster than 4.2).

I could be wrong but I was always under the impression that it's a pure percentage reduction. Which does meen without +100 you would eventualy show something in your log that is more then a second apart, but it is still more or less the speed cap.I know move delays come in to it so there is a bit more however I will admit that my knowledge on speeds isn't as indepth as it could be. It's more then enough to get me by though.

You are correct, it's a pure percentage. But a 90% reduction of 4.1 weapon speed is 0.41 seconds per hit, and the slowest fencer moves are only a 2.5x delay modifier. 2.5 * 0.41 is 1.025 seconds per hit, almost exactly at the 1 second cap, so anything under a 4.1 speed would hit the cap.
Remember the formula for actual delay (in seconds per hit) is:
speed = (S * D) * ((100 - P)/100)
Where S is the speed rating for your weapon, D is the delay modifier of your special attack, and P is your character's personal weapon speed skill.
In the case of a master fencer with, say, a 4.0 speed stun baton (I don't think such a slow weapon exists but assume it does), with +90 one-handed weapon speed skill, and performing Scatter Hit 2 (a 2.5x speed delay special), you have the following:
speed = (4.0 * 2.5) * ((100 - 90)/100)
speed = (10) * ((10)/100)
speed = 10 * 0.1
speed = 1 second/hit
Anything with a weapon speed less than that would give a result less than 1 second/hit, but due to the speed cap it would be raised back up to 1.
Remember the formula for actual delay (in seconds per hit) is:
speed = (S * D) * ((100 - P)/100)

hehe at least its plenty to get you by for TKM as we are speed capped at master

I checked last night, and I hit 3 out of 10 npc's after they died. So... either that is because they died slowly or.... ?

Ah, cheers Atama.
I will admit that the speed forumula & the damage multipliers are a couple of my weakspots, probably as I spend so much of my time tanking as a TK I know that it's not something I really need to worry about. But I'm always willing to brush up on my weak points as I go along so cheers for that.
