Ok, so I keep getting incapped and I try using FoW, It says I recappacitate however im still lying incapped on the ground....what is this

Yep, it's a known issue and unless I'm mistaken there's no ETA on it being fixed yet.

Yeah, my FoW is broken too... have an incap of say 20 seconds and i use it, it said you have recapacitated but feel a strong sense of fatigue come over you, so i have 100 BF and my incap timer bumps up to 50 seconds
