If you’re asking how Mitigation works FOR us, it’s reducing the damage range of the attacks. Doesn’t matter what weapon you have equipped, you reap the rewards of damage mit.
If you’re asking how it works AGAINST us, it’s lessening the range of your VK’s damage by the 20/40/60% range, depending on your opponents Melee Mitigation. Say for example you have a Knuckler that does 100-200 damage. Your range is 100. If you hit someone with a mit of 3 (60%) your damage becomes 100-140.
As for the armor penetration of the VK, mathematically it wouldn’t matter if you did the +25% against AP0, or the –50% for AR2 (you get the idea from there) before or after the mitigation is taken into affect. You should still get roughly the same results.
Mitigation done AFTER armor piercing
100 to 200 damage against AR0 = 125 to 250 - Mitigation 3 = 125 to 175
Mitigation down BEFORE armor piercing
(100 to 200) - Mitigation = 100 to 140 against AR0 = 125 to 175
