If your using a ranged weapon and someone gets into melee range and attacks using melee you should not be able to shoot. As long as the melee attacker stays within melee range the other person will not be able to fire. He/she will be able to use ranged specials that are melee attacks (pistol whip). This method worked for DAoC where casters couldnt cast if someone was attacking them in melee.

Another option is for Master Elite Melee classes get bonuses to running speed so you can catch kiters.
