Sorry to ask that question, but i've been through the FAQ and haven't seen anything detailed about that power(other than that it`s an amazing FAQ btw).
So how exactly does it work?
Can you still do specials while using it?
What's is the downside of that power?

Right now it does nothing.
Its supposed to enhance our "defensive acuity" mod, but since that does nothing, C.O.B does nothing.
When they get it working however, it will provide you with a strong defensive bonus for the duration of the effect (30 seconds at master). You can still use all yoru specials and the only cost is the time to use the move, and the HAM cost it hits you with for doing it (most notably a big mind cost)
Right now it serves no purpose and I wouldnt even have it on my hotkeys if I were you.

thx for the answer 
now about defensive acuity and unarmed toughness do we know exactly how they work (like the speed equation for example) or do we only know that it helps but no definite math?
And is acuity always on?

Defnse Acuity is currently still broken & we dont have a time as to when to expect it to be fixed, other than the devs are aware of it & are working on a fix.

I am constantly chasing on the CoB/Defensive acuity issue, so you never know...
As for unarmed Toughness, there is a very good post explaining how this works.. Check out my 'Useful Links' sticky post at the top of the forums.
