I finally got my Katarns last night, and looking at most of the ones posted on this forum under the power-up section they have a **Special Note** thing that they won't decay...How is this effect achieved?

That means that the katarn has had an "anti-decay kit" applied to it.
An ADK is a reward you can choose after your account is one year old. It completely stops decay, and also (IIRC) repairs the item up to 100% condition.
You can only claim the ADK once per account, so they're pretty uncommon. That's why you generally see them going for 10 million+ in the auction forums.

where do you get the katarn knuckles? is there a spiffy quest i could do?

Nope, killing the Katarn gives you the badge, you need to killing the Katarn with the quest for it and go back to the NPC to get the Knucklers and the Hunting Throphy.
